Are State legislators different people from the Senators and Representatives elected to Congress?

I understand each State has its own legislative body divided into upper house and house of representatives. But how are the legislators elected into the State legislative council i.e. upper house and house of representatives? Are they different people from the senators and representatives that each State elects to serve in the Congress?

    Yes. Completely different people

    At any particular time, they are different.  Someone might serve in both at different times (usually state first and then Congress), but not both at the same time.
