Is this sentence possible?

This oral spech jas an operative funtion as it might be wanting hearers to behave in a different way.

    *was (instead of jas). 

    listeners (instead of hearers). 

    It's grammatically correct and therefore possible, but it's both awkward and unclear.  I'm not sure what you intend to say. 

    operative function - has little meaning for me, but if it's clear from context it might be okay. 

    Using an expression including "intended" might be better than "wanting" (unusual to describe a speech as wanting something, but not strictly impossible).
