Can any size frequency of radio signals be encrypted to prevent back track?

Encryption (or scrambling) prevents it being understood - but it does not prevent the source of the signal being located by direction finding equipment.

All it needs is two receivers with directional antennas, to each get a directional bearing in the signal source, and it can be pinpointed on a map.
