Can I learn guitar in a year?

Yes, definitely, unless of course you can't. Give it a try.

It depends on your aptitude for music/guitar and what you do to “learn”.
If you work hard and have a good teacher then after a year should should have learnt the basics and be able to say you can “play the guitar”. You will be barely adequate though and have only begun to learn.
I mean no offence here but often people fail who see learning an instrument as a race or a competition with a finishing line. It's best if a person just feels they just “have” to learn to play.

Well enough to play something and have someone else recognize it and want to sing or play along? Sure, assuming you have the resources (a guitar is a must, an amp with headphones for practice if it's electric, money for lessons/materials) and put in the practice time.
Well enough to make money at it? Not likely. I won't say "impossible", but someone else might and they're probably right.

Depends how much effort and practice you put into it. Natural ability is another factor.
