The literal message is, of course, true, as tautologies will be tautologies. The figurative message, however, the message that boys should not be held accountable for wrongs they do because that is simply them being boys, that's a load of buIIshit. What "boys will be boys" does is employ a straw man fallacy by attaching a logically fallacious argument, that in favor of not holding boys accountable for their wrongdoings, to another argument that, via its tautology, is undeniably true and thus easily won. That's what makes it a load of buIIshit.

Its a tautology. Repeating the same thing twice isnt really a atatement or a philosophy or a truism. If you mean "young men will occasionally be raging c*ck monsters motivated by impulse and base desire to do things that no rational and thinking individual would condone, let alone attempt" then yes, succintly put, boys will be boys. They shouldnt be, but they are.
