Does elastic rebound occur 24/7 or only for a short period of time?

it occurs in response to an event (something that applied a force and caused deformation). Most substances display elastic behavior pretty rapidly, release the absorbed energy in a matter of seconds to minutes.  However, some systems are fairly rigid and take very long time periods to relax back to a state of equilibrium (like how the crust is rebounding after loss of ice cover many thousands of years ago).  So it depends on the system and the material and the circumstances.

It rebounds only when it is stretched (and released).
