Windows XP..Can one reformat, remove format, or delete a HDD using a 64 bit install disk on a 32 bit PC?

You mean you have XP 32-bit on the hard disk and you want to replace it with a 64-bit OS? No problem. It would be best to repartition the hard disk to the default filesystem your new OS recommends anyway.

A 64 bit operating system system will not work on a 32 bit computer. Also no 64 bit program will work either.
