WOuld this be a crime?

If you were to release an acessive amount of wild bats in a city downtown

    You can't spell excessive, so I know you can't get bats anyway.

    In the state I live in, it is illegal for a private citizen to release wildlife anywhere except where they were trapped.  If you trap a squirrel for example,  you may dispatch it or release it on that same property, but you may not relocate it elsewhere.

    reckless endangerment and if they had illments that could pass to humans it could also be consider bio terrorisim

    Nope, bats do not bother people, get in women's hair or any other nonsense that goes with it. In fact city's  with bats have a very low bug rate, so you would be doing the city a favor
