I guess you mean the Diagnostic and Statistical Manual. Prior to 1975, homosexuality was listed as a disorder. It's not anymore, and that's one of the primary reasons to use the most modern version.
The manual is not without problems. It's the insurance companies that want definitive diagnoses upon the first meeting. This is a problem with our entire health care system - if we had universal health care, we wouldn't have pressure from insurance companies.
There's been a general shift away from labels that are judgmental to a more value neutral system. Psychology is not a static science.
