Acceptable hair length for men varies over time.  The 1940s, and especially the 1950s, were a time when mens hair in the West was supposed to be pretty short.  And beards were almost forbidden in polite society.  Standards began to loosen up in the 1960s and continued into the 70s.  Men responded by embracing these new standards and experimenting with longer and shaggier hair.  This included, for men who didn't want a full beard, sideburns.

It was a repudiation of the conservative, uptight fashion of short men's hair styles from the late 1940s up to the late 1960s.

It's not unusual for an upcoming generation to adopt styles directly opposite that of their parents' generation, after all.

Why does ANY fashion come into fashion, linger a while then die away?

Sideburns were no different in that way.

Might have something to do with some iconic pop culture figure from that time. Maybe a musician?
