Is there a standard pattern for circuit breaker boxes?

Like can you assume the circuits are connected in a counter-clockwise pattern from the box, so slot 1 is the upstairs, West bedroom- or something like that?

NO such rule, the arrangement circuit breaker circuit is totally installed randomly by the person whom installs the electricity wiring in your house !

To locate each breaker that controls the area, turn all breakers in OFF position and turn all lights and any electricity devices that are plugged in power outset into ON. Then turn one circuit breaker to ON once a time and check which room area electricity is activated, mark it down on the power panel beside the breaker box.

nope, not unless you ask the electrician to do it that way.  Gotta remember, ALL the wiring is just coming out of the walls in a big tangle when he starts ...................................
