If someone on Facebook messenger says that they are pressing harassment charges, can that actually do it?

a) yes

b) no

When you answer, can you give me an explanation?

    b) no.  The prosecutor is the only one who can ever determine whether or not to "press charges". The decision is based upon the strength of the case, how serious it is, and how busy they are, among other things.  Ninety percent of criminal charges result in plea bargains after the D.A. has decided to press charges rather than to drop the charges.

    Yes they can try to press charges. why wouldn't they be able to??

    A visit to the local cop shop or to the city/state attorneys office would answer that for them as to whether they have enough evidence or not.

    Yes they can. Anyone can try to press charges for anything. Whether they can get a persecutor to support their charges is another matter. Also whether they can get a court to hear their case another matter. But they can file the charges.

    For them to get a court to hear the case, they would have to provide credible evidence that the person threatened you with harm. And that they would be in a position to carry out that threat. (If they lived in California and threated to drive over to your house and beat you up in an hour, it would not be a credible threat.)

    Yes!  If you are harrassing someone, they have every right to file charges against you.
