Al Quran said ,do fast till the night or darkness fall, as you see al Quran did not mention , fast till the sun set. So this mean the exact time of breaking fast is around 15 minutes after sun set time.

It is required for a Muslim to break his/her fast immediately once the sun has set and the call for Maghrib prayer has been called. Not doing so is not recommended.

Salami.  11 minutes and 28 seconds after sunset is the proper time to wait.

Because Al Quran said so, fast till the night fall and not till sunset. That is why al Quran never say fast till Maghrib or sunset, this is straightforward  to be practice.
