When trains are upgraded to new styles every so often, not by model year, does it mean that these trains do not come out in the prior year?

    b) no,

    USA trains are not upgraded. The tracks are upgraded ever so often because of wear and weather.

    Trains come out every day, all day, everywhere. When trains do not come out in the prior year, it means that the track has been abandoned rather than upgraded.
