    It's clearly modern Russian.

    It's not Ukrainian, Bulgarian or Serbian.

    It's an apology message from a website.

    i believe its russian, but ukranian, latvian and albanian use those alphabets too

    Russian.  The first word means "we" and there are no non-Russian letters in the Cyrillic, so it can't be Ukrainian, Bulgarian etc.

      The first word is Извинитe, which means: 
      Excuse (me/us). 
      It's the imperative formal/plural conjugation. 
      From this comes an apology, like: Sorry!

    it's written in cyrillics, so probably a slavic language or one of those that were under russian influence during the cold war
