Alleles can come in different extremes of size. At the lowest possible end one can be the single base choice of a single nucleotide polymorphism (SNP).

This is just saying that the smallest difference between two alleles can be just one base pair in the entire gene. This is exactly what is seen between the normal human beta-hemoglobin "normal" allele and the sickle cell hemoglobin allele.
