If my hours of employment are reduced but I still work part-time, do I get $600?

In my state you can get a partial unemployment benefit when your hours are reduced.

If you're fired or or temporally unemployed then you can file for unemployment benefits. As for unemployment insurance, you would have to check out what the laws and policies are around that in your area.

There is such a thing as "underemployment benefits". I once almost applied for them, but I thought I might get in trouble.

No...you have to have filed for unemployment benefits. That $600 is just an add on to the regular benefits you would otherwise have gotten anyway if you are furloughed (aka, fired).
