Is being a white person in a predominantly black neighborhood probable cause for police to stop someone?

Say a white guy wearing a suit is in a predominantly African American neighborhood in  a major city, would police be more likely to profile him or no?

    I'm a white female, most definitely not wearing a suit, and the Police stopped me in a predominantly African American neighborhood to ask me what I was doing there.

    I was doing an accident investigation.  They checked my ID.

    I found it rather strange.

    That only occurs when a white politician passes through on the campaign trail with a Police escort.
