When is a baby old enough that you can take it to a park or on a low-fuss vacation?

It is NOT about the AGE of the baby.
It is about YOU being capable of caring for anything the baby might need while you are out. That means knowing what to bring with you for the amount of time you will be out. For an afternoon at the park, that would just be a diaper bag with a few supplies. For a short trip, that would be a several day supply of anything you think you might need for the amount of time you are going to be gone.
If you feel it would be too hard to care for the baby at the place you are thinking about going - then it is probably not a good option for a vacation or a day trip with a baby.
The ONLY real issue with the baby is exposure to other people. A baby does not have a well developed immune system yet so you want to be careful to avoid crowds and avoid situations in which people might try to touch or hold the baby. (This would be true even without the COVID-19 issues) Once a baby has had their first series of vaccines at the age of two months, they are usually a little better protected and could have a little more social exposure. (HOWEVER - with COVID-19 issues - this is no longer true - this would have been the case without the issues of COVID-19)
COVID-19 has made vacations and outings of any kind something that you really need to consider carefully. Until there is a working vaccine or treatment, your choices are limited based on avoiding areas that might have too many people.

Any age. You just have to be super organised. Some people don't take their babies out until they get their first vaccinations. Don't forget to enjoy yourself.

You can take a baby to the park as soon as you wish. Just make sure the baby is dressed appropriately like if it's cold are there enough layers, if it is hot is the baby going to have sun protection, and not be left where it can over heat.

You can take a walk to a park anytime.
When children are old enough to sit up, they often enjoy baby swings.
We visited my parents in another state when our girls were infants and toddlers. It depends what you want to do when you go on vacation and ask yourself if you could do that with a child of whatever age(s) your child(ren) is/are.
