Both. It started as a war between the different Catholic and Protestant states in the Holy Roman Empire, but by the end it was more political than religious. It turned into a war between Pro and Anti-Habsburg states and countries. Many would change sides regardless of whether they were Protestant or Catholic if they felt that it would benefit them.
