I planted a crape myrtle last summer and it has no sign of growth on it at present.  Is it dead?

    In most places they are not really starting to grow yet, I would wait a while before I start to panic.

    Take knife and scrape a few small spots on some of the branches. You should be able to see if they are still alive or dried up.

    It depends on what temperature zone you are in as to how fast they leaf out.  Give it a few more weeks as they take longer than most trees.  They are like weeds so I'm sure it will start soon.
