    "Pretty" used as an adverb usually means "moderately" but sometimes, in my opinion, the context suggests "very" rather than "moderately". It can be used with probably any adjective.

    "He's pretty tall". "The music is pretty loud". Etc.

    Using the word "pretty" in this way may be confusing to you, as it is not the true definition, as  in the dictionary. It is commonly used as meaning less than "very much", in many circumstances.

    "Pretty well off" usually means reasonably wealthy.  It's not typically used with "with".  You can just say "He is pretty well off."  Otherwise, context is always important in determining what something means.
