Should the USA military seek funding for research that would benefit the civilian population in the USA?

Do they have a different process to follow, as it pertains to medical research, biological research or type of approval presented to different agencies?

    Not unless you mean it protects us militarily. But it always works out that it does in other ways anyhow.

    Not directly. However, getting a bomb to hit a precise target is what gave you navigation in your car. So you can get directions to your favorite Chinese restaurant. And eventually, driverless cars.

    No, because under the Trump Administration, R&D is the responsibility of profit making organisations, not non-profit or socialist government organizations.
