Why can't potting soil be delivered? Does anyone know where they do?
I tried Target, Amazon, and Home Depot.

I have never heard of potting soil not being able to be delivered. You would probably have to find somewhere that does deliveries.

Depends on where you are and how much you need. Here our garden centre sells it by the bag and you can either pick it up or have it delivered, at a cost. You can also order it by the tonne or by the yard if you need bigger quantities, in which case it will be unbagged and tipped by a truck.
You need to shop around.

I don't know what city or what state that you live in but you can contact any commercial nursery and purchase bulk potting soil where they can either loaded up on your pickup truck or they can come drop you several yards

and the...insecure nature of the packaging (it's likely to tear using normal shipping methods)
make it an item that those sorts of stores won't ship.
If they DID ship
shipping would be MUCH more costly than the value of the item itself
AND special packaging would need to be used to prevent breakage of the manufacturer's packaging or to allow containment of the contents.
Imagine ordering 2 bags of potting soil
for $15 each
and paying $50-$100 for shipping.
