Monkeys and the chimp are actually smarter than the gorilla. Of course not all monkeys are equally smart. Some are smarter than others. The Capuchin is the smartest monkey. They are actually smarter than chimpanzees. Chimpanzees do not recognize themselves in a mirror right away but the Capuchin does it very quickly. The Rhesus monkey is about as smart as the chimp. The Capuchin has a much higher EQ (Encephalization Quotient) than chimps and gorillas. EQ is a measure of brain weight to body weight ratio, and it also takes into account the known facts that larger animals have larger brains but the brain increases in size more slowly than body size. Humans of course have the highest EQ in the entire animal kingdom, followed by dolphins.
The Capuchin can be trained to work with the disabled as helper monkeys. The gorilla can also be tamed. People can actually visit gorillas in the wild without being harmed. So they are about equal in this regard.

As a general rule we can say the great apes, including gorillas, are more intelligent than monkeys. However, you have to be very cautious when you do this. This is because animals are adapted to the environment in which they live. In addition social animals are adapted to the societies in which they live. We therefore have to understand an animal's behaviour matches these circumstances and not be too glib in comparing them with another species.
It is not even appropriate to ask if any species in more civilised than another. Civilised refers exclusively to human behaviour. Therefore, it makes no sense to enquire into how civilised any non-human species is.
No non-domestic species of animal is tame. Therefore, again the question is simply inappropriate. In captivity animals can be tamed to a limited extent. A small monkey may be easier to tame simply because of its size. A small monkey would be far less dangerous to tame than a gorilla and pose much less of a threat if it chose to not behave as a human wanted it to behave.
