Why does Ebay allow obvious scams even after they've been reported multiple times for months?
I was looking for thumbdrives and saw a zillion listings for impossible sizes for impossible prices. Clearly it's a fraud from sellers who have had many thousands of successful sales.
In the feedback, people have complained for months that this was a fraudulent product (misrepresenting thumbdrive size is apparently common).
Even though people have complained and reported, the same sellers continue to sell the same product. Ebay is aware of this, yet does nothing.
How is that even possible?

Because they make 10% off every sale, it only gets shut down when mass refunds need to be issued and ebay starts losing money.
Any buyer who asks for their money back will get a refund in this situation, that's one thing ebay is very good at.
Unfortunately many customers either aren't aware of the refund policy, don't know how to do it, don't care enough about the small amount of money in question, or all of the above. That's how these guys get away with it, people not seeking a refund when they should.
