Possible? Yes. Unlikely as O- is a rare type as it is. The parents could be carriers of that blood type so while unlikely it is possible

Yes, both parents might have a recessive O blood type gene and also have Rhesus - genes. To have such an offspring both parents would have to express all their recessive genes, rare but possible at 1 in 16 births.
