    4 Fe{2+} + O2 + 8 OH{-} + 2 H2O → 4 Fe(OH)3

The O in O2 was reduced, so O2 is the oxidizing agent.

Fe{2+} was oxidized, so it is the reducing agent.

    O2 gains electrons from Fe+2

so Fe+2 is oxidized to Fe+3

and O2, therefore, is the oxidizing agent.
