If someone tells someone else like an ex "do not contact", can this mean that it is not welcome temporarily or for all future time?

This means now and forever more. If they want to talk with you, they will contact you.
Why? For what ever reason, you have upset them so much that given their current level of anger, they could not every see communicating with you ever. There could be so many reasons and only you will know the reason. Something like this does not come out of the blue. Example reasons: Stalker, abusive, heartbroken, threatening, scared, drug user, criminal, just too painful to even look at you, and the list could go on.
It is what it is and its time to accept it. If you love them, then let them go. There is a reason for that. Maybe you can just accept what ever happened, and move on with your life. There is nothing remaining here at this time and possibly not ever, and that is ok. That person is not a positive person in your life if they said this to you. You don't need them in your life. Holding on will only cause you greater and greater amounts of pain. So move on.....

means time to move on.....No Contact means entirely NO CONTACT with your Ex, either personally, by phone, through social media, email, or short message. It means NO Facebook stalking, NO phone harassing and NO parking/driving in front of their house. Big NO, NO, NO to any of that. You do this for a full 60 days.
