Is the military allowed to train undergraduates, and convert worked hours to the equivalent of a college course(s)?

What does the Centers for Disease Control have to do with military education?

In the US, you can get college credit for training & education in the military (not just for showing up for work, except for schools that give college credit for 'life experience).

The USAF has its own community college that awards associates degrees in fields related to an Airman's job.  It awards college credit for basic training, tech school, career development courses, and professional military education.

When I was in the Army, I took college courses while on activity duty. The Army covered all expenses.
