To be honest I'd say no, if your healthy enough and happy, enjoy it! Put on some more if you really want to, nowadays the average weight is higher anyway so enjoy yourself.

Yes. 15% of weight loss is better.

Yes. Your body mass index (BMI) is 30.1 which puts you in the obese category.  This means you are at significantly higher risk of developing arthritis, cancer, diabetes, heart disease, getting Alzheimers, or having a stroke. Getting your BMI down to 24 (about 63 kg) will decrease those risks.

A healthy weight range for you would probably be 55-65 kg. To get there and stay in the range for the next 60+ years you will need to make changes to what you eat and how much you eat.

As a young woman, now is a perfect time for you to start taking more responsibility for your own food choices and health.  You don't need to starve yourself or go on a super restrictive diet, but you do need to learn how to control your portions and eliminate foods that are low in nutritional value and high in calories.

Consider downloading an app like Lose It! or MyFitnessPal to track everything you eat.  Follow an eating plan that has lots of vegetables, small (3-4 ounce) servings of lean protein, and very little processed grains sweets, juice, soft drinks, etc.

Start working out.  There are lots of at home workouts you can find online or to stream.  Small steps to improvement every day.

While you shouldn’t be dieting at your age, unless under a doctor’s supervision, your considered obese by most standards and simple changes can help. Substitute water for generates, begin daily cardio exercise, and cut back on processed foods and starches, watching portion sizes.

Yes, you should lose at least 15kg, preferably 20, which will bring your BMI close to 20.

Most important is cutting out the bad foodstuffs, and moderate exercise.
