They have subjective morals. They do what they think is right, whether it agrees with God's teaching or not.

While some might answer yes, I think most believers would say no, God would not make such a decree. But why not ? Presumably because God would have some *reason* for not making such a decree. Again, presumably this is because *reason* suggests that rape and murder are not morally acceptable. Nearly everyone has morals, except for the very rare amoral person who tend to be mass murders or serial killers. Morality is a function of society, or more correctly of social animals.
So, yes, atheists and even theists have morals, although I have to strongly question the morals that the Bible espouses.

Atheist morals are nothing more than a notion while God's morals are eternal. Atheist morals can change based on whatever the flavor of the week is while God's morals have been here for us forever.
