No, as I've responded to this question in all of your user names, your legal guardian, Court appointed due to your mental health issues, would need to file the lawsuit on your behalf.

The reason to sue someone is to be reimbursed for financial loss or expenses. Whether you can sue them or not depends on if you suffered injury bad enough that you have medical bills. If you didn't have any form of financial loss or expense you don't have anything to sue them for. Owners are responsible for their pets behavior. You may not be able to sue them but you can file a report with police.
