why 3 fuel injector works and 1 don't, all new injectors  ?

    Broken wire??

    HOW do you KNOW that one is not working?

    Is it an electrical problem, or a mechanical problem?

    With the ignition on, one wire at each injector should have +12 volts.

    Do you have that?

    Have to check power to that injector. Maybe you bought some cheap counterfeit Chinese injectors.

    The wiring harness to the fuel injector may be bad or the driver for that injector in the PCM may be fried.

    Swap injectors and retest, inspect connector pins when doing so. Injectors rarely fail, are they being replaced for this reason? If so you're likely going to need further diagnoses of an electrical problem.

    You have an issue with the wires to the injector or the pulse from the injector driver is not present on the bad injector

    Check for injector pulse on the non-working injector with a noid light.  Could be a bad wire or connector.
