Why was World War 1 not called The Great War forever?

Because it's name changed when the second world war started!

For the same reason why it wasn't the war that ended all wars.

because WW2 was greater

it was called the great war and the war to end all wars at the time because everybody thought no country would ever start a war again after that experience.
But they were wrong.

Because World War 2 was a far larger and deadlier war, that also involved more deaths by a lot, and more countries, and involved ongoing combat across a far larger part of the world.
And, calling WW1 The Second Greatest War doesn't really trip off of the tongue.
