If the USA can prepare for an armed attack from any foreign power, why can't it prepare for a biological pandemic?

    It can.  

    But you can't prepare tests, vaccines or treatments without knowledge of the biological disease.  Those take time.

    As for other emergency supplies, it is a condemnation on the people who are responsible for our response to those pandemics to have made sure we didn't have depleted emergency stocks of basic PPE for 10 years.

    People are almost always more willing to prepare for things that they can see and touch compared to things that they can't see or touch.  Not all people understand microorganisms and how significantly they affect our health and day to day lives.  Preparing for an unseen enemy is difficult for many people to comprehend.

    Asked about Trump’s handling of the pandemic during a press conference Wednesday, WHO director-general Tedros Adhanom Ghebreyesus said the crisis needed “leadership.”

    “And that’s exactly what he is doing, which we appreciate. Because fighting this pandemic needs political commitment and commitment at the highest level possible,” Tedros said.
