Why does India have such social distancing, quarantines and lockdowns when the number of coronavirus cases is so low?

Some parts of India have very high population densities - Calcutta and Delhi for example. (Neighbouring Bangladesh even more so.) It also fewer hospital capacity per head of population. They need to take it seriously.

Do they, somehow I can't see it, but if they do have so few case's could it be that in a poor country such as India social distancing is a way of life to combat all manner of disease's that have virtually been eradicated in the west.
When you think about it for any poor country social distancing becomes a part of everyday life, you'd do it without thinking.

If India has an advantage it may be the Himalayas keeping them separated from China. Even by air or sea travel it takes a long time to get around those Himalayan mountains, so this isolation may be proving to be an advantage for them to keep as far away from China and anything Chinese as they can get. Keeping the unspeakable devastation on the Chinese side of the Himalayas. Much more practical than the so-called Great Wall of China, not so great now.
