Why doesn't South Korea buy Arrows 2 & 3 and iron dome from Israel?

Korea doesn't have Arrow 3 because by the time it was put into production, Korea had already upgraded their Patriot systems to the latest iteration. As for Iron Dome, Korea is developing their own system where they can specify the exact design and be able to control the manufacturing and supply domestically without having to rely on imports.
