    In my opinion

    the original "Law and Order" series (not any of the spinoffs).

    Other really good ones:

    - Perry Mason

    - Adam-12

    - Dragnet (the original, not the Al Bundy remake)

    - Hawaii Five-O (the original)

    Past........without a doubt,    Hawaii Five -0 ......(definitely best theme music ever) 

    and Hill Street Blues,  use to be an EXCELLENT show. 

    I also loved   L.A. Law,  because I once worked in a law firm and so much of it was  spot on and TRUE. 

    Present,  I would say  NCIS,  with Mark Harmon  was a pretty good show.

    I don't know.  I'm not a huge fan of the genre.  Too formulaic.  Every episode largely is the same with just details changed.  And not just within a series, but across them.  The ones that stand out in my mind are mostly ones where either there was a very charismatic actor I liked (Castle or Lucifer) or some gimmick I enjoyed for awhile until it got stale (iZombie or Monk), but I'm not saying those shows were the best of the genre...they just had gimmicks that held my attention for a little while in a genre I generally dislike.
