Can an employee enforce a policy where employees must punch out to use the restroom?

Let’s say an employee used the restroom for two minutes without punching out.  Can he be terminated for that?  I’ve heard about other policies regarding punching out for cigarette breaks, which I can understand —you can’t quit bowel movements, as opposed to smoking.

    Of course they can. They have no obligation to pay you for time you are not working.

    Some employers squeeze their employees unashamedly. Sorry you have to put up with that. What is your jurisdiction?
