If you earn more than $10 in interest from any person or entity, you should receive a Form 1099-INT that specifies the exact amount you received in bank interest for your tax return. Technically, there is no minimum reportable income: any interest you earn must be reported on your income tax return.

Most likely no unless the interest were over about $10k

Yes you do have to report it, because it is still considered income.

You don't have to file a return if your income is below a certain amount. But if the interest puts you at or above that amount, yes, you do have to report it.
