    If you need a visa to enter Canada then you still need one even if you have a USA L-1 visa. 

    US Permanent Residents ("green card" holders) can travel to Canada without a visa regardless of nationality, but not holders of other USA visas.

    Your USA visa is irrelevant for traveling to another country......you need to read the Canadian visa website and depending on your nationality if you are required to get a Canadian tourist visa or not

    Anyone can travel to Canada.

    The Canadian Border agent will decide if you can enter.

    Your L2 status is for entering the USA.it does not prohibit you and helps a little to speed the process of checking your information. Canadian officials can and do access the  information US immigration has on you takes a few seconds on the computer.

    For a more specific answer it helps if you divulge a little more information in particular which of the 200 countries of the planet you have a Passport.

    Sure. You'll just need a tourist visa if the passport you carry wasn't issued by a Visa Waiver Program nation.
