I am 67 years old and do not have enough quarters for MediCare. I pay about $600.00 a month premium for parts A&B. Is there a cheaper route?

Look into medicaid. If your income is low, you will probably qualify for that.

Yes. Move to another country. In other countries, healthcare costs only about half of what it does in the U.S.

If you are not eligible for Medicare because of not enough credits you should be eligible for marketplace insurance if you receive about $12,900 per year you should get absolutely free marketplace insurance

You don't say how short you are,  you can earn up to  4 quarters per year, and you can possibly work enough to qualify for SS and Medicare
