In BIG BAD BEETLEBORGS, Why couldn't Flabber just undo the Beetleborgs' wish, and send Vexor back to the comics?

I get that it's only a show, AND without the villains staying outside the comics,... well,... there'd be no show! But still, theoretically, couldn't Flabber just reverse the wish?

He can create fictional beings and powers but unmaking them was a different story. There are rules he needs to follow based on what he creates. The villains were created as the three kids asked to become the Beetleborgs. So the villains will only return to the comic upon there defeat by the Beetleborgs(In which there powers would also return to the comics).

Heroes very, very rarely act in a sensible manor.  Superman could defeat every villain from space with heat vision.  The Flash could beat every villain while moving at the speed of light.  Professor X could change the mind of everyone on Earth to be peaceful.  The Power Rangers could call their robot from moment one and just step on the bad guy.

the power rangers are not allowed to call their robot from moment 1. They are not allowed to escalate conflicts because thats dangerous to the surroundings.

I'm sure he could if someone wished for it. But nobody was willing to wish for it.
