None of the above.
The answer would be the 14th Amendment, which among other things, stated that all Constitutional rights guaranteed to the people also apply at the State and local level too.
PS...the 8th Amendment has nothing to do with free speech. The 1st Amendment has nothing to do with the right to privacy. And the 5th Amendment has nothing to do with searches and seizures.
