if I take 4 years of Spanish in high school, can I put on a resume I speak Spanish?

    Why not put "Four years of Spanish at high school"? Then they'll know what to expect.

    Instead of saying that you can speak Spanish, say that you know basic Spanish phrases and numbers.

    We don't know. Are you fluent in Spanish? Lots of people take four years of a language in high school and end up not being actually able to speak in that language.
