That would be a rune. No idea which culture or era it came from.
The meaning is whatever the moron who got it drilled into his arm says it means.

It looks like a combination of viking runes and the modern English alphabet.
The Letter E is in blue which could be significant and is placed as the first letter.
The vertical bar and the right downward tick makes the rune Laguz, and is combined with one of the types of rune for Ansuz which is a vertical bar and the left downward tick.
Together they spell Ela.
The combination of old and new would symbolise someone who lives for today but honers their past.
The Blue could be for blue eyes - as most from Norway region are.
