    They ask people (face to face, exit polling) who they voted for after they voted. And count.

      allow me to clarify when the news reports that a person running for office won the black or Latino vote where do they get the information and how reliable is it percentage wise

    Exit polls. When a voter exits the voting place, surveyors ask them questions. One of which is are you Latino (black is obvious). Another is, "Who'd you vote for?"
