They will sometimes give you a bad case of heartburn but most people sprinkle them on pizza or other foods. If you fry the they will give off noxious fumes.

what seeds are you talking about?

When I made my own dried chili peppers, I remove the seeds but when I have bought them, they had seeds sometimes and I just used them as is.

I remove the seeds, so that the chili peppers are less spicy

    Usually not.

Most recipes I have seen and followed the dried chilis are stemmed, seeded then dry roasted in a fry pan to toast and soften the pepper.  Then the pepper is usually soaked then blended to make part of the sauce.  The seeds will not get soft.
