Is it illegal for a prostitute to turn me down or is it a civil matter that I can sue her for?

    With the exception of licensed brothels in Nevada, it is illegal NOT to turn you down everywhere in the US. Even where it is legal, they can refuse customers for ANY reason.

    Unless they accept payment, there CANNOT be a civil case.

    Since prostitution is such a desperate act, typically practiced by desperate girls and pathetic men, there is no court in the land who will entertain a law suit pertaining to a man being rejected by a prostitute.  Not only because prostitution is illegal, but because no one should be forced to have sex with anyone they find repulsive, even if they are a prostitute, some do have standards.  

    The law will not hear cases that stem from illegal activity in the first place.

    Of course not, to both questions. You cannot make anyone have sex with you -- that would be rape.

    Even if she took your money, refused to have sex with you, and refused to give back you money, you might not be able to sue, because having sex for money is illegal in most places, and you can't sue someone for refusing to do something illegal. (I'm not saying that you can't sue her for keeping your money. My point was about suing her for not having sex with you.)
